In fact, supplementing public education is already commonplace among families who can afford it. Parents hire reading tutors when a child falls behind. They pay for math enrichment when a child is ready to move further ahead than his classroom may allow. The problem is not that these opportunities exist. The problem is that access to them too often depends on a family’s ability to pay. Families with resources already respond to those individual needs. The question is whether families without those resources should have the same choices.”
